Offshore is an english term (litteraly « away from the cost »), that can be translated by « extratorritorial » for some senses,it can be applied to several domains :

Off shore or Offshore is qualified as an activity or as a game actvity ;

In the financial domain and in company management, the term offshore is used to indicates creating a legal entity in another country then where the activity takes place,to optimize the taxation (tax heaven) or the management of financial capitals or, more recently, service activities ( purchase,computting development, etc.), even industry production.

The word Offshore is not far from meaning relocation.
